Dr. Scott Billy was born and raised in Brunswick, Ohio. He completed his undergraduate studies at Baldwin-Wallace College, where he graduated cum laude with a Bachelor of Science degree in Biology. While at Baldwin-Wallace College, Dr. Billy took advantage of opportunities to study abroad in Iceland and Maine. He went on to complete his medical education at Ohio College of Podiatric Medicine in Cleveland, Ohio, earning multiple Dean’s List Honors.
Dr. Billy completed his residency training at Northside Medical Center in Youngstown, Ohio. He specializes in a variety of comprehensive, and cutting edge nonsurgical and surgical treatments of the forefoot, rearfoot and ankle. He also focuses on providing excellent, groundbreaking advancements in foot and ankle reconstructive surgery, sports medicine, wound care and diabetic limb salvage.
Dr. Billy is currently active in training podiatric residents from the East Liverpool City Hospital residency program. Dr. Billy has also presented original research at a national American College of Foot and Ankle Surgeons conference in 2013. This research project focused on the effectiveness of innovative in-office vascular tests and their ability to predict severe arterial disease. He finds that it is of the upmost importance staying current in all aspects of podiatry, and learning new state of the art techniques and advancements in the field.
Dr. Billy is welcoming new patients Monday through Friday. He is currently on staff at St. Joseph Warren Hospital.

Dr. Billy is Board Certified in Foot Surgery by the American Board of Foot and Ankle Surgery® and is Board Certified by the American Board of Podiatric Medicine®.

Dr. Billy is also a Fellow of the American College of Foot and Ankle Surgeons®.
